http://www.grosser-generalstab.de, under "Inhalt" go to "Kriegsspiele" (at the end of the contents listing), there you will find: Neumenn, "Directiven fuer das Festungs-Kriegs-Spiel" Berlin 1872. Full German text, with illustrations of the symbols.
