PBEM Kriegsspiel using the BERTHIER campaign manager program

See this page for a number of examples of how people have done this, for both land and naval campaigns in a number of historical eras. Berthier is a simple but effective program which can simulate not only fog of war but also supply chains and a lot else besides.
